Microsoft 365 Copilot: Pricing, Licensing and Data Privacy

Microsoft 365 Copilot is billed as an add-on per user per month, on top of your existing Microsoft 365 subscription. It is not a standalone license: every employee who wants Copilot must already have an eligible Microsoft 365 license. The budget therefore works in two layers, the base license plus the Copilot add-on, and is usually billed with an annual commitment. For an SMB, the real issue is not just the sticker price: it is deciding how many employees genuinely need it. Not everyone benefits equally from Copilot on day one, and a phased rollout to high-value profiles (management, sales, finance, marketing) lets you measure the return on investment before rolling it out company-wide.

Copilot is not available on every plan. You need an eligible Microsoft 365 subscription before you can add the Copilot supplement. The business-focused plans (Business Standard, Business Premium and the Enterprise E3 and E5 plans) are within scope, while entry-level consumer or very basic plans are not. This is the question that blocks the most projects, and the answer is reassuring: the business data processed by Microsoft 365 Copilot is not used to train the AI foundation models. Your emails, documents and Teams conversations stay within your organization's boundary, protected by the same contractual commitments as the rest of Microsoft 365 (the Data Protection Addendum, GDPR compliance and European datacenters). Copilot works on the Graph principle: it only sees content the user already has access to under existing permissions. Which brings us to the real, often-overlooked risk: Copilot does not open new doors, but it brutally reveals the doors already left ajar. If your SharePoint permissions are too broad, an employee could ask Copilot to summarize documents they would never have thought to search for manually.

A successful Copilot project does not start with buying licenses, but with preparing the ground. Three tasks come first. First, access governance: before activating Copilot, audit and tighten SharePoint and OneDrive permissions so the AI does not expose poorly protected sensitive documents. Next, choosing pilot users: start with a handful of high-value profiles to measure concrete gains. Finally, training: Copilot only delivers value if teams know how to phrase good prompts, otherwise the tool stays an expensive gadget.
